Video of an apparently disabled man in a wheelchair getting physically manhandled by a cop. The man then strikes the cop in the face with the hand he'd managed to get free. What happens after that is that the cop goes ape-shit.

According to a comment at the video, the officers name is Richard Jouppi and he works for the Duluth, Minnesota police dept.
